Lida, a museum guide, lives with her father in a dilapidated house on the verge of collapse. To their delight, they are allocated a two-room flat in Cheremushki, a new neighbourhood under construction on the outskirts of Moscow. But during a preliminary visit, they realise that the small flat they were promised does not exist. The housing officer has merged it with another to please the site manager! Boris, who is madly in love with Lida, tries to help her. The neighbours band together to denounce this abuse of power. Will justice be done in the land of the Soviets?
