The film shows the construction of the Moscow metro and its ideological use.

Moscow's population doubled between 1917 and 1930 to almost 4 million. The problem of public transport became particularly acute. The resolution to start building the Moscow metro was adopted in June 1931 at a plenary meeting of the All-Union Communist Party Central Committee. The first shaft was laid at the experimental site on Rusakovskaya Street in 1931. The launch dates for the first stage were fantastic and unrealistic. The heroism of the workers was romanticised and praised in all the media. 21% of the city's annual budget was spent on building the metro. On 15 May 1935, the first train with passengers left Sokolniki station. The Moscow Metro began its work..
