In the spring of 1918, the Baku proletariat is going through difficult times. The city is cut off from the rest of the Soviet Union. Hunger is setting in. The Menshevik traitors propose to accept English aid. The Baku communists denounce their criminal designs. But the counter-revolutionary forces prevail and the twenty-six Baku commissars are arrested, deported and shot.
After the victories won by the Soviet power throughout the country, the Baku revolutionaries overthrew the power. Baku becomes Soviet.
