Having regained his freedom, the repeat offender Chibis cannot remain without a "case" for long. He carefully hatches a plan whose victim will be a former embezzler of the socialist state Vadim Alexeievich (Pavlov), who "scraped" a million in his time, and who is now enjoying the benefits of perestroika. He will extort money from him with his friend and accomplice Fufachev (Etouche). Alexei Zharkov plays the role of the character who naturally implements the plan devised to rob Vadim Alexeievich, namely the criminal Chibis, lending him an obvious gift as an actor.
