Gleb Tchoumalov, a former worker at a cement plant destroyed during the civil war, receives the mission from the Party to organize the reconstruction of the plant. He will encounter all sorts of obstacles (demoralized unemployed, dismissed workers, incompetent civil servants, etc.). Finally, surrounded by a group of enthusiastic volunteers, he will overcome all these obstacles!
