Nikolai Ivanovich Ryzhkov, born September 28, 1929, in Dzerzhynsk (Ukrainian Soviet Socialist Republic, USSR) and died February 28, 2024, was a Soviet statesman who became a Russian politician after the dissolution of the USSR.

In 1979, Ryzhkov was appointed First Deputy Chairman of the State Planning Commission. Following Nikolai Tikhonov's resignation as Chairman of the Council of Ministers, Ryzhkov succeeded him.

He was the last Chairman of the Council of Ministers, serving from 1985 to 1991. Responsible for the cultural and economic administration of the Soviet Union at the end of the Gorbachev era, Ryzhkov was replaced by Valentin Pavlov in 1991. That same year, he lost his seat on the Presidential Council and was the CPSU candidate in the 1991 Russian presidential election, where he was soundly defeated by Boris Yeltsin.

Elected to the State Duma in December 1995 as an independent, he subsequently became leader of the Patriotic Union of Russia alongside Gennady Zyuganov, who was its unofficial leader. On September 17, 2003, he resigned and became a member of the Federation Council for the Belgorod Oblast. He left this latter position in September 2023 and died on February 28, 2024 in Moscow at the age of 94.
