The mayor of the city of Pridonsk, Yuri Sergeevich Borisov, due to an excessive thirst for profit, lost his instinct for self-preservation and began to steal "black". This picture categorically does not suit the governor of the region, who decides to teach the negligent mayor a lesson by putting him in jail for a couple of days. Borisov learns that he will soon be "locked up" in a corruption case and that this issue is personally supervised by the governor. But a lucky chance brings Yuri Sergeyevich into contact with a copy of himself - an actor of a provincial theater Gosha, whom the cunning mayor decides to put in his place, and in the future - in prison, and he himself plans to flee the country with the money. Gosha agrees to play the role of Borisov for four million rubles.
