The government of the fictional country of Norlandia has unleashed a war with neighboring Galicia and suffers one defeat after another. A group of conspirators, dissatisfied with this state of affairs, led by the social democrat Frank Frey, stage a coup and overthrow the emperor of Norland. But the working class does not like the new order either. The workers expose Frank Frey's policy aimed at continuing the war, and a revolution breaks out in the country. The leader of the socialist revolution is the mechanic Franz Stark.
