In 1996, on the eve of Russia's adoption of a moratorium on the death penalty, a new warden, Konstantin, comes to the special purpose prison. Like his colleagues - the prison doctor, the prosecutor, other warders - he is a deeply traumatized and unhappy person, and the dangerous and terrible period of the mid-90s is around him. Having met the father of one of the victims, Konstantin understands that it is the close people who have the right to carry out the punishment.
Kostya, having enlisted the support of his colleagues, comes up with a new business - outsourcing the execution of the death penalty. But very soon it becomes clear that money and justice are incompatible. As soon as an opportunity to earn money appears, there are people who are ready to sacrifice any principles.
