Two candidates are running for the post of mayor of a large city in Western Europe: the social democrat Dr Hayden and the "liberal - national" Holden. The day before the election, documents revealing Holden's ties to the Secret Service reach a freelance journalist. He is blackmailed, but remains firm in his intention to unmask Holden.
