Summer 1918. In the Black Sea Fleet, there is a danger of the capture of ships by Germany. The Soviet government decides to destroy the fleet. The film tells about the intense struggle of the Bolsheviks with the forces of the counter-revolution, trying to disrupt the execution of the order.
