Screen version of the play of the same name by N. Gogol. The governor of a small town receives a secret warning message about the forthcoming arrival of the government inspector. Meanwhile Khlestakov, an ordinary official, whom the dishonest and corrupted local officials take for the inspector, visits the town. They shower gifts on him, hug and bribe him, and are sure that they have paid off, but suddenly the real inspector arrives.
