Victor Kossakovski est né le 19 juillet 1961 à Leningrad (Saint-Pétersbourg). De 1978 à 1986, il est assistant-opérateur, assistant-réalisateur et monteur au Studio de films documentaires de Saint-Pétersbourg. De 1986 à 1989, il étudie au VGIK (Institut national du cinéma) à Moscou. Il réalise des documentaires à Saint-Pétersbourg depuis 1989.
